Position Overview
The Monitoring & Evaluation Officer, reporting to the Co-Director of Policy & Advocacy, plays a key role in the planning, designing, and evaluating the organization's national and international programs and projects. Working closely with project leads, the Officer ensures that Action Canada programs have the right monitoring, evaluation and learning frameworks to maximize impact, facilitate donor reporting and guide decision-making. The ideal candidate for this role will have a strong background in feminist monitoring, evaluation and learning frameworks that centre participatory methodologies.

Job Duties and Responsibilities
The Monitoring & Evaluation Officer's responsibilities will include, but are not limited to:
- Leading in the design of project-level monitoring and evaluation (M&E) frameworks and indicators that align with Action Canada's strategic objectives and anti-oppressive principles and meet funders' requirements.
- Coordinating monitoring and evaluation plans and activities, including multi-country and multi-partner projects.
- In collaboration with project leads, design and implement reliable, accurate, and timely data collection methodologies.
- Conduct baseline, midline and end-of-project evaluations.
- Prepare periodic M&E reports for project managers, funders, and other stakeholders, contributing to quarterly, annual, and ad-hoc reports highlighting project progress, achievements, challenges, and recommendations.
- Provide data-driven feedback on project activities, offering suggestions for improving the overall impact.
- Ensure that all M&E activities comply with Action Canada's standards, anti-oppressive principles and funder requirements.
- Offer technical support and training to program staff and partners on M&E practices, tools, and data collection methods.
- Support the documentation and sharing of lessons learned, best practices, and success stories while contributing to developing knowledge-sharing materials to improve program effectiveness and impact.
- Foster a culture of continuous learning within the organization regarding M&E.
- Participate in cross-team meetings to contribute to developing advocacy and policy strategies.
- Support the development of funding proposals.
- Support the Policy & Advocacy team in fulfilling team reporting duties.
- Regularly report verbally and in writing to the Co-Director of Policy & Advocacy.
- Attend Action Canada's all-staff meetings.
- To support their work, provide information and inputs to the Communications and Fundraising teams.
- Other duties as may be assigned by the Employer.
Qualifications
- Minimum of 3 years of experience in monitoring and evaluation, preferably within a non-profit, development, or social justice sector.
- Knowledge of quantitative and qualitative data analysis techniques for advocacy, sexual and reproductive health programming, public engagement, and training.
- Experience in feminist monitoring and evaluation methodologies.
- Experience in program or project management, research, or data analysis.
- Familiarity with donor-funded projects and associated reporting requirements, including detailed logical frameworks.
- Experience designing M&E frameworks for multi-country and multi-partner projects, with specific experience with Global Affairs Canada projects, is considered an asset.
- Excellent research, writing, and analytical skills with a strong attention to detail and commitment to producing high-quality work.
- Proficiency in Microsoft Office (Excel, Word, PowerPoint) and familiarity with data analysis software.
- Knowledge of project management software and tools (e.g., Asana) and cloud-based document management (e.g., Dropbox).
- Proficient computer skills, including experience with online conferencing tools (e.g., Zoom, MS Teams).
- Strong analytical, organizational, and problem-solving abilities.
- Ability to work independently and collaboratively with staff and stakeholders in diverse environments.
- Knowledge and understanding of sexual and reproductive rights, with a commitment to upholding an individual's right to make their own sexual and reproductive choices.
- Commitment to anti-racism, anti-oppression, and intersectional feminist practices.
- Demonstrated ability to work collaboratively and effectively with diverse teams.
- Self-motivated, adaptable, and flexible, able to respond quickly to changing circumstances.
- Ability and willingness to travel internationally and work outside regular business hours when necessary.
- Fluency in English (both written and spoken) is required.
- Fluency in French or Portuguese is an asset.
- Eligible to work in Canada.
Hours, Compensation and Benefits
This is a full-time (37.5 hours per week), permanent salaried position. This is a unionized position in CUPE Local 2722-05. Salary for this position is $65,836 per year. Action Canada also provides a generous benefits program, including extended health and dental benefits, leave allowances, and RRSP contributions.
Location
Action Canada's offices are based in Ottawa, Ontario. Candidates for this position may be based in Ottawa (and may work either from the office or from a remote work location, e.g. home office) or elsewhere in Ontario. All candidates must be legally able to work in Canada. This position requires international travel for up to three weeks per year.

Hiring Process and Timeline
Applications will be accepted until Sunday, April 6, 2025. Interviews will be held the week of April 14, and depending on the successful candidate's availability, the start date will be early May.
The hiring process will include a one-hour panel interview that will be video conference (Zoom). We will provide the interview questions by email one hour before the interview. Candidates will be asked to provide three references, and those moving to the next round will have references checked.
